PTPublisher does not have the necessary rights to run.  Either run PTPublisher as a local administrator or check the permissions as set out in this article.

You may also have to adjust rights on the following registry key:

HKEY_Local_Machine-Software-Primera 
 
Please give the users Full Control to that Primera folder.  Also, go under the Advanced button and click on the 'Repair permission entries on all child objects...'.  Now restart the computer and try again.
