What populations does NAVADMIN 114/19 affect?

Affected populations are active duty officers and enlisted Navy service members with less than 2 years of total time in service, and members eligible for TA who may hit the new TA/NCPACE DL cap of 12 semester hours (SH)/Fiscal Year and/or the 120 SH lifetime cap.  If members have less than 2 years of service, they will not be eligible for TA/NCPACE until they meet the service requirement.  If members have the required time in service, they are now limited to 12 semester hours (SH) or the equivalent per Fiscal Year for TA/NCPACE DL.  Additionally, if members have already used TA/NCPACE DL for 120 semester hours (SH) or the equivalent during their career, they are no longer eligible to use TA/NCPACE DL.
